How to give student access to pencil?

Good day
Can someone please explain to me step-by-step how to give students the ability to draw/write in a lesson?

There is a small pencil icon under the video window of the student. In a group class, you may need to click on the 3 dots to reveal this option.
It has a line through it when not active. To activate it, just click on the pencil icon.
